Job Title: Senior Project Officer

Duties and Responsibilities
- Working under the direct day-to-day supervision of the Director (NSD), the Senior Project Manager will support the effective management and implementation of the USAID CCA Programme including leading the implementation of Climate Adaptation Journey with the National Society and the formulation of the Locally led adaptation actions at community level.
- Lead the implementation of the key programme activities of phase 1 of the project phase.
- Support the integration of the NS Climate Strategy in the with the technical working group, leadership, and partners.
- Identify and engage with technical stakeholders from government agencies, civil society organizations, research institutions, to support the (NS) in the implementation of the climate adaptation journey
- Organise technical meetings and validation workshop(s) to develop the national climate risk assessment, climate strategy, and climate risk screening of programme and operation at national and community level.
- Lead on the NS national climate risk assessment and climate risk screening of programmes and operations of the NRCS.
- Closely collaborate with the Red Cross Red Crescent Climate Center, IFRC country delegation, supporting the National Society’s’ Climate Adaptation Journey
Programme Management (Administrative, Finance and Logistics management):
- Develop project budgets and ensure effective resource allocation and financial reporting of project operational working advance.
- Support the development of contracts with relevant consultant and suppliers to implement project activities.
- Mobilizes logistical resources necessary for the implementation of programme following NRCS logistics rules and regulations.
- Ensure the integrity of financial, administrative, and logistic procedures are consistent with NRCS and IFRC rules and procedures related to project activities.
Planning, Monitoring and Reporting and Communication:
- Develop and update regularly project activities in line with the project implementation plan.
- Develop monthly and quarterly narrative project progress report of activities for NRCS and IFRC.
- Provide quality inputs into narrative and financial reports for the donor (USAID) to the IFRC project coordinator
- Ensure proper collection of photos and videos of key activities for internal and external communication and reporting.
- Develop a detailed monitoring and reporting plan to track and evaluate progress of project activities, trainings, and indicators/milestones.
Coordination with State Branches, Technical Units, IFRC country delegation and other stakeholders:
- Coordinate with State branches and sub-offices on project implementation and management activities.
- Act as a counterpart to the IFRC project coordinator responsible for the management and implementation of the USAID CCA project.
- Oversee implementation of related project activities in target communities, ensuring delivery within agreed quality standards.
- Provide technical support as requested, and collaborating with other relevant technical leads as needed, whether at national, regional and/or global level.
- In close coordination with the IFRC project coordinator ensure activities are delivered on time within the stipulated time, scope, and budget.
