The Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH (German Agency for International Cooperation) is an international enterprise owned by the German Federal government, operating in many fields across more than 130 countries.

In Nigeria, GIZ’s portfolio includes among others, a programme to support the Economic Community of West African States (ECOWAS) in its regional integration goals. The programme aims to strengthen sector-specific capacities in the areas of Peace and Security, Customs and Trade as weir as Strategic Management and Organizational Development in the ECOWAS Commission.

Our main commissioning party is the German Federal Ministry for Economic Cooperation and Development (BMZ). The registered offices of GIZ are in Bonn and Eschborn. Our approximately 23,500 employees, almost 70 percent of whom are national personnel, work in a round 120 countries (July 2020).
  • GIZ has worked in Nigeria since 1974. From 2004, GIZ has maintained a country office in the capital city Abuja. Currently 361 national and 66 international employees, 19 regional staff, 4 integrated specialists and 3 development workers are working in the country (June 2020).

The Programme

  • On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is implementing the Programme, ‘Social and Economic Participation of Returnees, IDPs and Host Population in North-East Nigeria’ (SEPIN).
  • The main objective of the programme is to improve the economic and social participation of returnees, internally displaced persons, and vulnerable members of host communities in Adamawa State in a gender responsive way.
  • Adopting an integrational approach, the programme contributes to SDGs1, 2, 5, 10 and 16 in accordance with the ‘leave no one behind’ principle and hopes to complement the humanitarian response to the crisis in the Northeast by going beyond a humanitarian short-term approach and focusing on a more long-term development perspective, through the institutionalization of gender responsive participatory planning and provision of livelihood support.
  • Addressing the situation of IDPs, returnees and the host population, the Programme is primarily implemented at LGA and community level to ensure direct benefit for the target groups. Through the Community Development Planning (CDP), the Programme hopes to strengthen the relationships between local communities and community leaders, government institutions and civil society.
  • Simultaneously, the Programme hopes to build the capacities of local and state governments as well as civil society and community-based organizations for improved service delivery. Alongside the CDPs, the Programme will set up and consolidate spaces and mechanisms where women can meet to engage in dialogue to identify problems, needs and priorities and voice their concerns to the leadership of their communities.
  • The gender and governance interventions will be supported by livelihoods activities in the agricultural sector. Here the focus is on group initiatives, which will give access to markets and improve conditions for economic participation.

Responsibilities

  • The Senior Gender Advisor will use his/her in-depth contextual understanding, technical and practical expertise, and relationship-building skills to define and deliver our strategic ambition for advancing gender equality and inclusion in Adamawa State.
  • The role will contribute to strategy development and the technical design, implementation and monitoring of high-quality gender transformative programming.

Tasks:
Program Planning and Implementation:

  • Identify critical gender gaps or barriers hindering access for women and girls, including those affected by crises in the programme area, and work collaboratively with implementing partners to proffer solutions to address such gaps or barriers in the context of the programme’s mandate.
  • Act as resource person on gender equality, gender mainstreaming and women empowerment, consistent with operationalizing a rights-based approach and provide strategic and technical advice on approaches for transforming harmful gender norms/barriers and advancing gender equality across the target LGAs.
  • Build capacity of staff and partners in key technical approaches for advancing gender equality, inclusion and social justice, via developing and facilitating high quality trainings, workshops, webinars, etc.
  • Lead in conducting gender and power analysis to inform program design, especially interventions directed at men to achieve gender equality/equity.
  • Promote a systems’ strengthening approach to support the institutionalization of gender responsive and inclusive planning in collaboration with the relevant line ministries, government agencies and local partners.
  • Serve as a focal point for facilitating the integration of gender considerations into SEPIN’s programing, trainings, monitoring and evaluation, and other learning activities and ensure that interventions are transformative/sensitive by introducing and helping implementation teams to adopt and rollout best practices and monitoring progresses against the programme’s gender benchmarks.
  • Contribute towards the creation of a learning culture that promotes the use of disaggregated data, evidence and analysis (including gender and power analysis) and facilitate the understanding of the programme’s team on the linkage to quality and accountable programming.
  • Provide leadership for state and local level advocacy and influencing on gender and inclusion.
  • Undertake field visits to project sites; work with implementing partners to understand impacts, operational challenges, and continuously identify opportunities for learning and improvement.

Knowledge Management:

  • Ensures knowledge transfer to other program units and GIZ internal knowledge management as well as coordinating the internal knowledge management on gender e.g. collection of good practices and documentation of lessons learned, revising factsheets and communication materials.
  • Supervises staff responsible for updating the digital knowledge management folders for gender and ensures consistent transfer and storage of all relevant documents in the appropriate file structure.
  • Supports with regular report writing and editing.

Other Duties / Additional Tasks:

  • Performs other duties and tasks at the request of management.

Required Qualifications, Competences and Experience
Qualifications:

  • Minimum of Master’s Degree in Gender Studies, Law, Social Sciences or Development Studies.

Professional eExperience:

  • At least 7 years’ experience (including field experience) providing technical leadership for the design and implementation of development programmes focused on advancing gender equality and inclusion
  • Strong understanding of gender equality and inclusion principles and practices, the gender equality and social justice sector and key gender inequalities impacting women in Northern Nigeria
  • Significant experience in designing and delivering gender equality and inclusion training, capacity building, and mentoring, and a demonstrated ability to make complex concepts compelling and accessible
  • Track record in designing and pitching gender transformative and inclusive approaches, models and programs, piloting, implementation and evaluation of innovative technical tools and resources to advance gender equality in traditional settings and in plural legal systems.
  • Skilled at networking and partnership development to promote learning and strengthening civil society.
  • Able to generate and use data and evidence to innovate, deliver, learn and share what works and what doesn’t work for transforming the root causes of social injustice, harmful gender norms/practices and exclusion/ discrimination
  • Strong understanding/experience with gender mainstreaming, gender integration, women’s rights, or women empowerment within the conflict context.
  • Proven project management expertise.
  • Ability to think strategically and drive project implementation.
  • Ability to work in a complex and slow-paced environment and manage multiple work streams.
  • Exceptional interpersonal skills and cultural competencies (Knowledge of the cultures and traditions of people in the North East of Nigeria).
  • Excellent writing, editing, presentation, communications, and research capabilities.
  • Ability to travel regularly within Northern Nigeria (Adamawa, Borno and Abuja).

Other Knowledge, Additional Competences:

  • Strong spoken, analytical, and writing skills with advanced knowledge of and proficiency in the MS Office Suite (Word, Excel, Outlook, PowerPoint).
  • Fluent written and oral knowledge of English. Deep knowledge of Hausa, Fulfulde and other relevant local languages would be an asset.

Remuneration
According to GIZ Salary Band 4.
