Job Title: Project Officer (DTM/TTT) (COMITAS)

Context
Under the overall supervision of the Chief of Mission (CoM), the direct supervision of the Project Manager – COMITAS, technical supervision of the DTM Coordinator in Maiduguri, and in coordination with the Regional Office Data & Research Unit, the successful candidate will be responsible and accountable for assisting with the establishment, implementation, data monitoring, and reporting of the Displacement Tracking Matrix (DTM) transhumance tracking tool (TTT).

Core Functions / Responsibilities

  • In the framework of the project “Contributing to the mitigation of conflict over natural resources between farmer and herder communities in Adamawa state, Nigeria (COMITAS)”, assist in establishing the DTM Transhumance Tracking Tool in Nigeria, with the purpose of identifying early warning signals of potential farmers-herders conflicts and analyse transhumance trends.
  • Within the scope of the TTT, contribute to the development/adaptation of methodologies and standardized tools (e.g. survey database design, population movement tracking systems, etc.) that fit the context and meet the information needs of the COMITAS partners (IOM, SFCG, Mercy Corps), the government, and other stakeholders.
  • Consolidate guidelines and lessons learnt and collaborate with the various stakeholders working on the mitigation of conflict over natural resources between farmer and herder communities in Adamawa state.
  • Follow up on logistical and administrative arrangements for TTT implementation and reporting; cooperate with national, state and local authorities. Update work plans, expenditures,mand budget allocations. Provide information and assist with arrangements required for themrecruitment of project staff.
  • Provide direct and remote technical guidance to national and international staff, including thenSenior DTM officer, the regional database officer, field staff, enumerators, data entry clerks, etc. as per project needs. Monitor staff activities to facilitate quality control and adherence to the methodology and the timeframe. Contribute to the development and delivery of training on the methodology and operations to IOM field staff and project partners, in collaboration with technical staff at the DTM programme in the northeast Nigeria and other relevant units in the Country Mission.
  • Contribute to the development and introduction of systems for improved data gathering and management for operations relevant to tracking herder and farmer communities. Provide preliminary analysis of available data and generate regular reports and other information outputs of TTT results for subsequent dissemination to government counterparts and other partners. Ensure that donor reporting information and schedules are available.
  • Maintain and support relationships with state and local authorities, service providers, and other partners for the proper implementation of the TTT activities at state and local level, and improvement of the quality and relevance of information analysis.
  • Provide relevant and timely TTT information products to the COMITAS project as well as other units in IOM Nigeria for their timely start-up, implementation, monitoring and evaluation, and reporting on their various programming components on community stabilization and conflict-affected populations in Nigeria.
  • Contribute to identifying other project ideas on community stabilization in Nigeria, attending relevant meetings and negotiations with donors, and updating colleagues regularly.
  • Participate in relevant meetings and undertake duty travel relating to project implementation and assessment, liaison with counterparts, and internal procedures for data collection, monitoring and reporting.
  • Perform such other duties as may be assigned.

Required Qualifications and Experience
Education:

  • Master’s degree in Information Management, Politics, Economics or Social Science, International Law, Humanitarian Affairs or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience:

  • Experience in both developing and implementing data collection activities in all stages (objectives, sampling, methodology, forms, training, data set-up, data cleaning, collaboration with partners, analysis, reporting);
  • Experience in the field of community stabilization and peacebuilding activities;
  • Experience at the international level with specialized international agencies (UN agencies, international organizations, and international specialized NGOs) and in ongoing conflict setting;
  • Experience working in the region and specifically in Nigeria is an advantage.

Skills:

  • Knowledge of UN, IOM, international organizations’ and NGOs mandates and programmes in the area of transition and recovery, emergency and conflict affected populations;
  • In depth knowledge of the broad range of migration related subject areas dealt with by the Organization;
  • Excellent communication and writing skills with the ability to analyses complex problems and identify and convey clear, rapid solutions;
  • Strong general analytical skills.

Languages:

  • IOM’s official languages are English, French, and Spanish.
  • For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.
  • Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
