Job Summary
- The Netherlands Ministry of Foreign Affairs funded Catalyzing Strengthened Policy Action for Healthy Diets and Resilience (CASCADE) project aims to improve food security and contribute to the reduction of malnutrition of women of reproductive age and women under the age of 5 years.
- The CASCADE projet, implemented in a consortium with the Global Alliance for Improved Nutrition (GAIN) will achieve this goal by 1) increasing access to and consumption of healthy diets amongst household members particularly women of reproductive age and children under 5years. 2) increasing resilience to economic and climate change related shocks and stressors of household members particularly women of reproductive age and children under five years.
- The Project is expected to start in the third quarter of 2022 (July 2022) for a 5-year period with an anticipated budget ceiling of €9.5M.
- The Gender Technical Coordinator will provide overall coordination of project gender activities for both CARE and partner staff.
- The position holder will provide technical input and support for project planning, implementation and monitoring.
- This includes technical support to and capacity building for partner organizations, with a focus on with approaches and tools and overall gender integration in the project.
- The position holder is expected to work closely with the Gender & Protection Sector Manager to provide support and technical advice on mainstreaming and integrating gender across project implementation cycle as well as with supporting field operations teams and local partners across project locations in Nigeria to identify gaps and support teams in ensuring the project is gender responsive at a minimum and gender transformative wherever possible.
- The position holder is expected to lead on, identify and drive forward recommendations on gender-sensitive to transformative and inclusive processes at all levels of implementation.
- S/he must be proactive, results-oriented, able to manage a large workload and work with diverse range of people.
- S/he will be expected to work in the field, with local partners and in support of CASCADE project colleagues.
Job Responsibilities
Project Planning and Implementation:
- Ensure program approaches and activities are gender transformative and inclusive and at a minimum and responsive across the full cycle (startup analysis and design, implementation, monitoring, evaluation and outcome sustaining.
- Support and work with Food Security & Nutrition Sector to implement and build capacity on Gender and Nutrition for the project and partner staff.
- Work with the Gender & Protection Sector Manager and program Quality teams to ensure Gender commitments of the country strategic plan are reflected in the project implementation plans and processes.
- Support partners on integrating CARE’s Gender equality and GBV guidelines at design, and implementation stage.
- Develop a project gender action plan and support implementation of the same to CARE and partner staff.
- Participate in the review of project implementation as needed to identify entry points and scale up opportunities for gender-transformative programming.
- Ensure clear process in place for tracking and reporting on progress against the gender integration action plans and on keeping track of project key progress indicators related to gender in consultation with and MEAL.
- Maintain close coordination with Project Management and technical teams.
- Liaise and maintain good relations with local partners, other INGO and with all relevant stakeholders.
- Stay abreast of developments in the area that have an impact on the protection environment and represent CASCADE project at relevant cluster/working groups and other meetings with donors, (I)NGOS, and external stakeholders.
Contribute to Improvement of Program Quality and Standards:
- Provide gender technical guidance, quality assurance and support for CARE’s Gender team and programs across project locations including by spending substantial amount of time in field offices and working directly local partners.
- Ensure program access is equitable and has meaningful quality participation for girls and boys, men and women including with disabilities.
- Working closely with the MEAL team to ensure sex and age and disability disaggregated data and data is consistently produced and used to inform programming and advocacy at all levels.
- Providing and reviewing training sessions and awareness-raising sessions with all community stakeholders to make sure they include a strong gender perspective.
- Ensure meaningful involvement of boys, men, and male project participants in nutrition sessions and conducting the needed mapping and analysis to best engage boys and men in promoting gender equality and shifting harmful social gender norms and practices.
- Support project management team in the development and rollout of gender-sensitive assessments by review of assessment quality benchmarks, tools, training materials, sessions and curricula and incorporation of any other gender support needed.
- Develop and amend existing tools focused on gender analysis, improving the targeting and outreach approach, providing coaching, doing a better risk and needs’ assessment and ensuring that locations where activities are taking place are gender-sensitive and inclusive/accessible.
- Work on promoting gender analysis, produce reports and recommendations to inform programming (direct and with partners) in coordination with MEAL.
- Participate in the review of both international and national policies and provide feedbacks on how these policies and protocols could be more gender-transformative and inclusive.
- Ensure documentation of case studies and dissemination of these both internally and externally working with the Communication and Advocacy team.
- Support the drafting of high-quality reports on project progress.
Project staff Capacity Development:
- Capacity building of project team and partner staff to demonstrate an increased understanding of gender equality and equity throughout the implementation of the CASCADE project. This includes project guidelines/protocols/tools/approaches to mainstream gender equality (through direct capacity building, referring to learning opportunities, resources sharing, etc.).
- Project teams have skills to be intentional and responsive in their engagement with diversity, especially the most vulnerable participants, and households with persons with disabilities and female-headed households.
- Support capacity development initiatives with field teams and partners, on the themes of gender equality.
- Based on project design and capacity gap analysis, coordinate the development of a technical capacity building plans for project staff and partners, working with field teams to prioritize training needs and resource these appropriately with technical support from Gender & Protection Sector Manager and Program Director, PQ.
- Organize and support facilitation of trainings and coaching sessions on topics of gender mainstreaming, social norms transformation programming in line with CARE’s training materials on gender and in accordance with the universal tools and standards.
- Conduct any necessary refresher gender equality/mainstreaming and inclusion trainings to staff and training to partners staff with technical support from Gender & Protection Sector Manager
Coordination with partners and stakeholders:
- In coordination with the Partnerships and Advocacy focal point and Gender Sector Manager, the Gender Technical Coordinator should will establish relationships with relevant stakeholders to ensure CARE is participating in relevant discussions and engaging with allies in the gender and women empowerment theme in the project implementation areas.
- Undertake a stakeholders mapping to identify organizations working with special needs groups, discuss technical collaboration opportunities as well as opportunities for referrals as well as strengthening community-based nutrition approaches in the states of operation.
- With Advocacy team support relevant State Ministries on gender equality mainstreaming.
- Working with the other program colleagues, contribute to capacity development plans of partners and focus on coaching and mentoring key staff to ensure more inclusive and gender transformative approaches.
- Liaise with key gender-related NGOs, multilateral organizations and national institutions in countries served by the CO for purposes of information-sharing, networking and operational collaboration.
- Participate in Working Groups at state level to ensure that projects documents prepared by the project and partners adequately address gender issues.
Resource Mobilization:
- Contribute to CARE’s resource mobilization efforts

Qualification, Skills and Experience
Required:
- A minimum of Bachelor’s Degree in International Development / Relations, Women and Gender Studies or related field or equivalent training/experience.
- Computer literacy including Internet, Microsoft Office (Outlook, Word, Excel, PowerPoint, Access).
- 3 – 5 years’ field work experience implementing, managing, and/or providing technical assistance to programs in developing countries, including with focus on gender mainstreaming/gender focused programs; focus on women, children and gender/social norms programming desirable
- Experience in community and stakeholder engagements.
- Knowledge of and experience in applying gender equality and inclusion principles and practices.
- Experience with gender-sensitive child rights programming in areas including Advocacy, Nutrition and Livelihoods and the interaction/linkages among those sectors.
- Experience working with both State and Federal ministries.
- Experience in gender advocacy or policy work, or other regional or national mechanisms to advance gender equality is an asset.
- Demonstrate strong commitment to CARE’s Mission, Vision and Values. Previous experience with gender transformative programming is an asset.
- Demonstrated experience in integrating gender in technical fields such as agriculture, agribusiness, private sector development to advance nutrition outcomes and policy development and review.
- Demonstrated experience and expertise in relevant policy dialogues and building government capacity, particularly regarding policy development.
- Ability to successfully build capacity, motivate, and manage staff, local partners, and/or sub-contractors.
