Job Title: Health Management Information System Assessment (HMIS) Expert

Details
- We are recruiting qualified research personnel that will focus on conducting an assessment to evaluate the HMIS performance in eight SMC-implementing states and Abuja, the assessment will inform the development and implementation of a continuous data quality improvement and use plan for HMIS at state, LGA and HFs levels.
- The findings from the assessment will guide the development of a comprehensive action plan to improve malaria data quality in selected health facilities across the eight states and the FCT Abuja.
Personnel Required:
- State Consultant
- Lead Consultant (National Consultant)
- National Data Analyst.
Specific Activities for the Personnel
National Consultant:
- Oversee the data analysis component of the assignment.
- Work with state consultants in the selection of HFs according to the protocol.
- Support training on the survey tools for the data collectors.
- Prepare data collection and supervision plans.
- Track, review and validate electronic submission from field data collectors daily.
- Monitor data collectors directly in the state during data collection.
- Review of HMIS assessment questionnaire.
- Field supervision/monitoring plan.
- Collated training reports and activity reports.
- Coordinate the entire field work.
- Quality-assure daily submissions from the state teams.
- Write a final report on the assignments outlining the best practices, the lessons learnt, challenges, achievements, and recommendations.
National Data Analyst:
- An interim data analysis plan.
- Collation of all data generated from the assessment across the states.
- Analysis of the entire data, the collection process, recommendations, and conclusions.
State-level Consultant:
- Selected HFs for assessment.
- An interim data analysis plan.
- Submit a final report with revisions based on the inputs and feedback on the draft report.
- Organizing data collection visits in facilities (making initial contact, preparing a schedule of data collection visits, etc.).
- Supervising data collection activities: − make sure data collection protocols are followed. Arrange for regular communication with data collection teams − Check data collection forms at the end of each day for completeness and legibility − Ensure data are uploaded on ODK server at the end of each day and at national level by the end of the assessment.
- Collecting and storing data collection forms and sending them to the lead consultant.
- Follow up with LGA and state HMIS officers to fill self – administered questionnaire
- Cover selected LGA/HFs and supervise 2 assessment teams.
- Help the assessment teams collect data, collect, and review the completed questionnaires, troubleshoot problems, and finalize and submit the completed questionnaire using Survey CTO.
- Have the daily schedule and contact numbers of the assessment team.
- Visit each team during the assessment and help the team complete the assessment (where necessary).
Timelines for Activities:
- May-June, 2022.

Required Qualifications
National Consultant:
- Minimum of Master’s Degree in the Social Sciences or related fields and at least 7 years post-graduation.
- Previous experience in assessments, and surveys, especially within the Public Health sector and HMIS system strengthening.
- Knowledge of malaria and its prevention, diagnosis, and treatment is required.
- Excellent training and supervisory skills.
- Excellent technical writing and presentation skills
- A proven ability to work as part of a team and, independently.
- Excellent ability in data analysis especially qualitative data analysis and interpretation.
- Demonstrated report writing skills for quantitative study and surveys.
- Experience using qualitative software e,g Nvivo, ATLasTi, etc
- Ability to work under stressful conditions and to remain flexible and calm under pressure.
- Experience of proactively identifying and addressing bottlenecks/issues desired.
National Data Analyst (Qualitative and Quantitative):
- Degree holder in Mathematics, Demography, Statistics, or other related disciplines with at least 5 years’ post-qualification experience.
- Minimum of 5 years’ experience in public health research methodology.
- Must be familiar with statistical tools like STATA, Nvivo, ATLas, etc.
- Excellent analysis of survey results.
- Demonstrable report writing skills.
State Consultant:
- Minimum of Master’s Degree in the Social Sciences or related fields and at least 5 years post-graduation.
- Previous experience in assessments, and surveys, especially within the Public Health sector and HMIS system strengthening.
- Knowledge of malaria and its prevention, diagnosis, and treatment is required.
- Excellent training and supervisory skills.
- Excellent experience in using Microsoft Office, including Word, Excel, and PowerPoint.
- Experience of establishing strong working relationships with team members and state personnel.
