Position Summary
- PHIS3 seeks a Health Informatics Seniot Technical Analyst to support Health Information activities in the project.
- The Health Informatics Senior Technical Analyst will assist the development, implementation, supervision, and management of the electronic information systems.
- This function will include assisting the software programming team in developing actual logic statements for the coding of M&E indicators and ensuring that the development is done according to already established standards and procedures.
- S/he will also ensure optimal functionality of all eHealth and mHealth systems and project databases.
Responsibilities
- Support the implementation of National Data Repository related duties
- Support the management of NASCP data links and website functions
- Support activities on Health informatics and Strategic Information
- Provide on-site IT and technical support to individuals and departments within the organization.
- Prepare or edit documents including infographics, PowerPoint presentations, reports, manuals,
- Give recommendations relating to IT issues on the best course of action to ensure standard procedures are followed.
- Interface with stakeholders as NASCP POC for IT assets and infrastructure.
- Design and support the production of NASCP bulletin and e media.
- Conduct assessments of health informatics environments, synthesize pertinent information, identify implications for planning, development, and provide recommendations to PHIS3 management on health system designs and implementations.
- Maintenance and upgrade of electronic health information systems (HIS) hardware and software used for program Monitoring, Quality Improvement, and Evaluation.
- Supervise the deployment of the developed M & E software and database tools to sites.
- Support the database staff in developing standard operating procedures, user manuals, and data management procedure documents for all electronic information systems.
- Ensure coordination in electronic information systems planning, development, and implementation between the Ministry of Health departments, units, and appropriate external organizations.
- Prepare timely progress and periodic reports on information systems tool development and implementation.
- Development and/or adaption of software, database, and other tools for reporting and data output requirements for both internal use, donors use and Government of Nigeria reporting requirements.
- Deployment of relevant hardware, software, and database tools to new sites as identified by implementing partners.
- Ensure the maintenance and functioning of health information systems across implementing partners.
- Conduct assessments of health informatics environments, synthesize pertinent information, and identify implications for planning and development.
- Prepare timely progress and periodic reports on information systems tool development and implementation.
Qualifications and Requirements
- Bachelor’s Degree in Statistics, Social Science, Medical Science, Computer Science, Computer Engineering, Information Systems Technology, or a related field.
- MPH / MA / MS or similar Degree in Public Health, Epidemiology, Health Information Management strong background in epidemiology, biostatistics or M & E or similar Degree with 3 to 5 years relevant experience in project-level or state/national-level monitoring and evaluation system implementation.
- Experience working at the national level on health programs with knowledge and experience with data collection and analysis.
- Familiarity with Nigerian public sector health systems and NGOs and CBOs is highly desirable.
- At least five (5) or more years of experience in Software Development, Database Management, or Health Informatics.
- Familiarity with USAID/PEPFAR HIV/AIDS programs, Nigerian public sector health system, and HIV/AIDS response.
- Competency in programming languages. (Java or other web/mobile related technologies, Spring Boot, React Framework or other frontend web frameworks, and Database Management with PostgreSQL or MySQL).
- High-level software analysis and design skills.
- Cooperative, competent, hardworking, flexible, and dependable in a multi-cultural, open office situation.
- Ability to organize and coordinate information and logistics for programs and activities.
- Ability to work in a complex environment with multiple tasks, short deadlines, and intense pressure to perform.
- Ability to mentor and train colleagues in software design and deployment processes.
- Familiarity with software debugging and testing.
- Attention to detail and accuracy in basic data management, analysis, and reporting.
- Demonstrated ability to train and build the capacity of others on Software development and Database management tools and procedures.
- Knowledge of electronic medical records systems and deployment of database systems for patient monitoring.
- Knowledge of health and development programs in developing countries in general and Nigeria specifically.
- Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.
- Ability to travel within Nigeria 25% time.
