The Complex

  • The President, plans, supervises and manages the business of the Bank Group. Under the direction of the Boards of Directors, the President conducts the business of the Bank and the African Development Fund and manages operations and activities in accordance with the Agreements establishing the ADB and the ADF.
  • The President supervises several Departments and Units including Office of the President (PRST0); Independent Development Evaluation Department (BDEV); Integrity and Anti-Corruption Department (PIAC); Compliance Review and Mediation Unit (BCRM); Secretariat to the Sanctions Appeals Board (BSAB); Administrative Tribunal (BATR); Office of the Auditor General (PAGL); Group Risk Management Directorate (PGRF);  General Counsel and Legal Services Department (PGCL); Communication and External Relations Department (PCER); Staff Integrity and Ethics Office (PETH) and Office of the Secretary General & General Secretariat(PSEG).

The Hiring Department

  • The African Development Bank’s Security Unit (PSEC) is a robust security function reporting to the President of the Bank. Deep global analytical capabilities combined with Africa wide security processes are in place in order to provide the full spectrum of security services to the Bank. PSEC detects, deters and reacts to a broad range of risks spanning the security spectrum; physical; political, information and reputational risks around the globe are monitored closely to address the changing security dynamic. Our security requirements include risk analysis, training, coordination with outside actors and implementation of security programs at the strategic, operational and tactical levels.
  • PSEC is staffed by security risk specialists operating both at Headquarters and across Africa who can provide innovative solutions to security risks across the continent. PSEC is an action-oriented function that moves quickly and efficiently in order to address emerging security risks.

The Position

  • The Security Agent helps with the implementation of security operations and all matters relating to the management of AfDB’s safety and security in the host country of the Bank’s headquarters or in the region of assignment.
  • The Security Agent will fully support PSEC Management in the execution of their security duties which includes acting in support of the collection, collation, analysis, and dissemination of Security Threat Information relevant to PSEC.

Key Functions
The key duties and responsibilities of Security Agent are to:

Data Collection:

  • Collect and prepare annual data.
  • Prepare security data.
  • Assist in the production of analytic assessments.
  • Assist in the collection, updating and dissemination of information on the security situation in the country/region.

Access Control:

  • Ensure key management and access to offices as required
  • Ensure that access to Bank facilities is made through the appropriate entrances
  • Ensure that exit from the Bank’s premises is through the appropriate exits
  • Ensure the control of the Emergency Key and maintain the logbook.
  • Control, organize and supervise access to facilities in collaboration with Bank staff other related third parties Control, organize and supervise access to facilities in collaboration with security officials and other third parties.
  • Approve access requests by visitors
  • Recommend initiatives/solutions to improve access control to Bank premises.

Facilities Monitoring and Control, Equipment Monitoring:

  • Supervise periodic checks of sensitive areas in Bank Buildings.
  • Supervise physical security checks in the various offices to ensure that they are properly secured.
  • Organize and provide security for special events organized by the Bank.
  • Periodically analyse all information collected on access control equipment and make recommendations to improve the overall security of Bank premises.
  • Contribute to the development of safety procedures and policies, such as emergency procedures, fire safety, etc.
  • Observe the immediate vicinity of Bank premises to identify potential threats; recommend risk mitigation or prevention strategies for identified threats.
  • Implement measures prescribed to deter and detect fraudulent activities inside or outside the Bank.
  • Report any security issues to PSEC Management for resolution.
  • Implement protective and preventive security measures against terrorist attacks as planned; and.
  • Assist in the monitoring of PSEC’s fleet of vehicle.

Responding to Incidents:

  • Collect information from victims and provide immediate assistance as required
  • Write periodic incident reports based on information collected from victims
  • Collaborate with external parties and partners in the management of incidents;
  • Communicate using appropriate defined channels;
  • Request for residential information to be updated in security databases, where appropriate.

Residential Assessment:

  • Conduct residential area assessments and make recommendations for improvement to staff members
  • Liaise with staff to ensure the implementation of safety upgrades; and
  • Contribute to the development of methodologies for the assessment of residential areas.

Competencies (Skills, Experience and Knowledge)

  • Holds at least a relevant Bachelor’s Degree or Bachelor’s Degree related to Security.
  • Have a minimum of three (3) years as a security agent or in security unit or organization.
  • Experience in working with an international organization is an added advantage.
  • Must have completed a security and first aid course.
  • Be well-groomed and in good physical condition.
  • Experience in the use of video surveillance systems; emergency communication systems (radio, satellite phone, etc.); monitoring of rolling stock.
  • Ability to communicate effectively (written and oral) in English or French, preferably with a working knowledge of the other.
  • Competence in the use of standard Microsoft Office Suite applications.
  • Communication – Provides clear and concise oral and written communication; presents oral information with clarity and appropriate style and adapts language and style to suit the requirements of a particular audience.
  • Client Orientation – Ensures that Bank staff are of primary importance in all interactions. Strives to understand, and when appropriate, anticipate staff needs, and ensures that staff receive the best possible service from the Unit.
  • Team Working and Relationships: Works with others to maximize the team’s effectiveness, sharing the knowledge and workload. Develops strong working relationships with colleagues and contributes to the creation of a positive team environment.
  • Excellent interpersonal skills and ability to work under pressure.
  • Demonstrate confidentiality and flexibility.
