Child Safeguarding
- Level 3: The post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
Role Purpose
- This position will be responsible for implementing and/or coordinating financial and compliance support functions for the state office.
Scope of Role:
- Finance Assistant is responsible for all financial dealings and documentations in Adamawa state project office.
- He/She works to support the project office and program implementations in the wake of COVID-19 pandemic.
- Reports to: State Team Lead and gets technical supports from the country office finance team members.

Key Areas of Accountability
Financial Management:
- Verification of all payment vouchers before making final payments
- Coordinate the transaction documentation process.
- Prepare the draft of the monthly cash request of the field office.
- Perform monthly bank reconciliation and single account matching
- Coordinate all month end and Yearend Activities of the field office
- Prepare adjustment journals including reallocations exchange rate and post in the system.
- Prepare the draft of the monthly cash request of the field office.
- Verify transaction posting and approve posting online Aggresso system or offline spreadsheet (GLACOS).
- Coordinate the transaction documentation process.
- Ensure bank reconciliations and single account matching are done timely and ensure regular cash counts
Budget Monitoring:
- Participate in the annual budget development
- Review monthly transactions with Budget Holders and provide comments to finance
- Participate in program monthly finance meeting and provide input to budget holders.
- Works with budget holders on budget review and reallocation and ensure change approved is posted in the system.
Field Office and Partner Support Function:
- Capacity Building of Budget Holders & Field staff in Awards Management
- Pre awards assessment and due diligence check for new partners
- Organize audit of Implementing Partners.
Audit & Evaluation:
- Assist with the Internal and External audit preparations including putting together relevant documentation for the Audit.
Other Support:
- Work closely with Country office Finance Team on finance /awards related issues
- Participate in monthly finance and awards meetings in the field office
- Supervise, coach and build the financial management capacity of the finance and non- finance team of the field office.
- Other – Any other ad hoc tasks as requested by Line Manager.

Experience and Skills
Administrative & General Skills.
Essential Criteria:
- Level of Education – B.Sc. /HND or equivalent
- Specified Study Area – Finance / Accounts
- Minimum 3 year post NYSC experience.
- Experience in working with partners accountable for grants and other financial support provided to implement project activities, particularly at community level.
- Excellent verbal communication and listening skills.
- Language Requirements: Spoken English-Excellent; Written English-Excellent
- Must be able to speak at least one local language predominant in that state.
- Level of IT Expertise: Excellent (Word, Excel, PowerPoint, etc.)
- Ongoing Professional certificate in accounting and finance
Desirable Criteria:
- Good training and facilitation skills (for financial training/support to partners).
- Ability to multi-task, engage in long-term planning, meet deadlines, and handles last-minute demands; exercise patience, and adapt to changing circumstances.
- Ability to be creative and proactive health service improvement is essential.
- Understanding of local language(s).
