The Nigeria Centre for Disease Control (NCDC) is the government agency with the mandate to coordinate the surveillance, detection and response to infectious disease outbreaks. Over the last three years, NCDC has deployed a new tool for disease surveillance. The Surveillance, Outbreak Response Management and Analysis System (SORMAS) is a system jointly developed between the Nigeria Centre for Disease Control and the Helmholtz Centre for Infection Research (HZI) to improve disease surveillance as well as detection and management of outbreaks and thus strengthen the public health service in Nigeria.

We are recruiting to fill the position below:

Job Summary

  • NCDC is recruiting two M&E Officers to join the Global Fund- COVID-19 Response Mechanism (C19RM) funded IPC project. The successful candidates will support the National Infection Prevention and Control (IPC) Program domiciled within the Nigeria Centre for Disease Control and Prevention (NCDC) in coordinating national IPC M&E projects and tracking the impact of interventions implemented.
  • S(he) will build national, subnational, and health facility level capacities in M&E by supporting and leading the design and implementation of M&E processes and data systems that are appropriate and effective to report on IPC programming seamlessly.
  • S(he) will provide technical support to the National IPC Program on data analytics and ensure quality and timely data collection at all levels of the health system to inform strategic planning.
  • The post holder will serve as the point of contact in providing information on IPC data and reporting to the Global Fund and other critical stakeholders and will ensure that relevant IPC policies and guidelines are adequately disseminated to all stakeholders and implementing facilities.

Main Activities and Responsibilities
Knowledge Generation:

  • Lead the development of the national IPC M&E framework and develop and refine National IPC Program M&E protocols and tools.
  • Engage stakeholders to ensure critical IPC M&E aspects are captured.
  • Collaborate with the IT Consultant to create an electronic national IPC data platform for data entry, storage, management, analysis, and visualization.
  • Provide technical support to ensure seamless reporting of quality IPC data at national, sub-national, and health facility levels.
  • Participate in IPC capacity-building workshops and other IPC-related duties as assigned by the Project Manager or National IPC Coordinator to capacitate state and facility-level IPC focal points on M&E data collection and reporting.
  • Support the conduct of baseline and follow-up IPC assessments at national, sub-national, and health facility levels to assess progress made and the repriotisation of interventions.
  • Develop and distribute progress reports at defined frequencies.
  • Support state and health facility IPC focal points by disseminating and integrating M&E reporting tools, reporting IPC data to electronic systems, and ensuring data quality through training, mentorship, and capacity building.
  • Collaborate on data collection, management, and analysis to inform decision-making at the national level and the national IPC strategy.
  • Provide feedback on data received from states and health facilities and mentorship to improve data quality and enhance visualization and utilization of data at the state and health facility levels.
  • Perform other duties as mat time to time be assigned by the National Program  Coordinator/Project Manager.

Essential Criteria

  • Bachelor of Science (BSc) in any field with at least 3 to 5 years of relevant professional experience is required; MPH or MSc in Biostatics, Public Health, or a related field will be an added advantage. Preference will be given to candidates with previous experience in similar position[OA1] [PB2]
  • Ability to transfer knowledge to diverse audiences through training, mentoring, and other methods.
  • Good command of Microsoft applications, especially Word, Excel, Outlook, PowerPoint, and SharePoint.
  • Excellent communication (verbal and written) and leadership skills.
  • Ability to work both independently and collaboratively with a team of diverse stakeholders.
  • Familiarity with principles and current approaches to M&E using both quantitative and qualitative methods.
  • Demonstrated M&E field experience; skilled in collecting, synthesizing, and analyzing data.
  • Experience using data analysis software (for example, SPSS, STATA, Epi Info, R, etc.)

Desirable Criteria:

  • Good command of Microsoft Office, especially Outlook, Word, PowerPoint, and Excel is a must
  • Proficient in the use of statistical analysis package e.g STATA, SPSS etc.
