We are recruiting to fill the position below:
Job Title: HSE Manager
Location: Nigeria
Department / Section: Health Safety and Environment
Job Purpose
- Lead and implement the Health, Safety, and Environment (HSE) system, programs and procedures that comply with standards, policies, code of practices and local Legislation.
- Reduce occupational health risk on the field and improve safety.
- Reduce environmental impacts, reduce footprint and improve conservation areas conditions.
Key Responsibilities
General:
- Lead actions linked with safety and environmental policies of group and country.
- Follow requirements of Performance Standard (e.g. IFC, RSPO, etc.) and put action to reduce any gaps. – Follow up non-compliances in terms of HSE and corrective actions.
- Review Hazard Identification, Risk Assessment and Risk Control (HIRAC) in consultation with workers.
Standardisation/Certification:
- Put in place and maintain certifications (ISO, RSPO, or other OH&S certificates etc.).
- Conduct internal audits and regular worksite inspections and report to management. – Follow up non-compliances in terms of HSE and correctives actions. .
- Put in place corrective and preventive actions.
Action Plan:
- Follow up on actions linked with Health Safety and Environmental Action Plan (e.g. H&S plan).
- Planning and following up on other relevant action plans (HCV and HCS action plans).
- Follow up on actions of external recommendations (Proforest, Customers, Funders, etc.).
Documentation:
- Drafting and annual reviewing of SOPs (e.g. HSE et emergency response procedure).
- Ensure proper implementation of HSE procedures and documents.
- Review assessments (e.g. occupational risk assessment, EIA, HCV-HCS, EPA, water and waste) and action plan.
Administration / Legality:
- Ensure conformity with legal requirements for all activities linked with environmental and social exigence and regulatory monitoring (Environmental Management Plan).
- Contribution to mission of safety and environmental inspections (administration etc.).
- Ensure good communication with local authorities in terms of environment and safety.
Monitoring:
- Monitoring of assessment related with HSE (HCV, HCS, ESIA, surveys, CA/BDP management, etc.).
- Compile and analyse reports and statistics on occupational, incidents, near-miss.
- Monitoring of effluents, with action plan to properly manage them.
Management:
- Coordination of HSE activities at all sites and estates under his authority.
- Attend interviews for the recruitment of HSE team members.
Training / Sensitization:
- Develop and implement training and sensitization matrix related to HSE (and certification requirements).
- Prepare budget for the training plan.
- Monitor training efficiency and effectiveness.
- Development of training material.
Budget:
- Prepare and submit budget for HSE department.
- Investment proposal for the 5 years business plan (if any).
- Monitoring HSE investment plan and new projects (if any).
- Identification and ordering of PPE and safety equipment.
- Follow and approve expenditure of HSE department, report special expense to hierarchy.
In a specific way (Tasks – not exhaustive):
- Writing of HSE reports.
- Organise and participate in HSE training, sensitization, toolbox meeting, etc.
- Organise and facilitate periodic HSE committee meetings (CSST when required).
- Guide the committee to ensure that the H&S of the workers is protected (women health in particular).
- Collaborate with the gender / women welfare committee to address specific H&S risks for women worker.
Safety:
- Management of fire risk
- Ensure that sufficient and appropriate PPEs are provided to all workers based on H&S assessment and enforce compliance with PPE rules and regulations.
- Follow up chemicals list and outdated products.
- Follow up on work accident, incidents, near-miss accidents.
- Conduct Investigations on the causes of accidents.
Health:
- Maintain healthy environment at work, factory and housings.
- Follow up medical activities and dispensary.
- Organize medical check-up (when mandatory).
- Pest control.
Environment:
- Following the works related with ESIA and improvement of work environment.
- Follow important ecological areas into the plantation (swamp, buffer zones, conservation areas, BDP, etc.).
- Management of industrial and house waste (recycling).
- Obtain and maintain environmental permits.
Additional Responsibilities:
- Any other responsibility that may be assigned from time to time by C.O. O
Job Specification
- Master’s Degree in HSE, Occupational Health & Safety or relevant field
Additional Qualification:
- At least 5 years working experience in related field
- Additional professional qualification in HSE and Fire Safety Management System
- Working Knowledge in HSE systems and Audit techniques
- Training in HIRAC
Basic Skill:
- Ability to develop strategic plans and establish specific targets using logic and reasoning to resolve problems.
- Ability to coach and mentor others and be enthusiastic about seeing others grow.
- Ability to monitor performance effectively.
- Excellent report-writing skills
- Ability to think strategically and to change the status quo
- Ability to make effective presentations.
